Seeing as I've never done this before, let me get this straight: The steward is the backup Kaiser, with all the same powers, but is superceded by the Kaiser himself?

Yes. If you make a decree use the Imperial numbers but call them Stewards Decree #xxx.
Fax saw fit to make you Steward after me in his weird daughter thing. So I figured you'de make a good choice for Steward.

Foghorn "in power" scares me in a similar way that you in power scares some Shirerithians... Except slightly more comically than that, because I know he's capable... He's just a scary fellow.

You're equally opportunistic as I am, at least as shady, and far more well-liked, which means that things that you do that aren't so good can go unnoticed or forgiven for far longer. Of course not quite as capable in certain respects, but nonetheless.
