Imperial Decree #217: Fare Thee Well

I hereby proclaim the following:

First- I name my newborn daughter, Semisa II, to be my heir. Seeing as she is not yet of the required age, Erik Mortis Brookshire shall serve as her Steward until she reaches the age of eight. At that age Nick Foghorn Leghorn shall take the Steward's position until she is sixteen years of age. She will reign as Kaiseress once she is sixteen, until a time of her choosing.

Second- The post-based economy will come into being as soon as possible with the following regulations, to be changed as needed by the Kaiser, the Landsraad, and the Minister of Trade:
  • Ministers and employees of the state (such as the Praetor) shall receive 3 :erb per post.
  • Dukes shall receive 2 :erb per post.
  • All other positions shall receive 1 :erb per post.
Fiefdoms are to be taxed at the following rates:
  • Duchies: 30 :erb per week plust 5 :erb for each County over 5.
  • Baronies: 15 :erb per week while within a Duchy; 2- :erb per week while outside a Duchy.
  • Independent counties: 5 :erb per week.
Taxes are due to the Minister of Trade on Fridays, prior to midnight PST. Taxes will be waived for the first two weeks of the new economy.

Third- The following citizens are inducted into the Order of Kampioens at the lowest rank:
  • Greg Russell
  • Rakesh Ackbar
  • Scott Alexander
  • Delphi Augustus
  • Eoin Dornan
Fourth- A number of halls shall be created within the Sir John Metzler III University:
  • Sorto Hall: History
  • Shakespeare Hall: Performance Arts
  • Escher Hall: Studio Arts
  • Tolkien Hall: Literary Arts
Fifth- A tourism campaign shall be run within the next two weeks, in an effort to bring in new citizens. I hereby commission the Ministry of Immigration, Naturalization, and Tourism to take all steps needed to do so, up to and including the assistance of the populous.

Sixth- A new Ministry shall be created: the Ministry of Cartography. It is responsible for maintaining relations with the MCS, commissioning maps of the Lands of Shireroth (including maps of individual Counties), and maintaining the Map of the Fiefdoms. Its first Minister shall be Bill Dusch.

Seventh- I hereby step down from the Imperial Throne of Shireroth. Erik Mortis Brookshire Metzler, Nick Foghorn Leghorn, reign in the stead of my newborn daughter and make my nation great.

Many thanks M'lady on my knighthood. May your daughter be as forward thinking as you. Though this does raise some interesting questions as to who the father is, if I may be so bold as to ask.

Umm... James.. you have no daughter.... this is just too frickin' fantasy based. If you are going to pass on the throne.. pass on the bleedin' throne... but don't make it so the nation never have a bloody Kaiser again...

But seeing as you have no daughter... none of this makes any bloody sense... We need to talk....

Well. the fact that James has no daughter kinda is a problem... but the fact that if he did it would mean that for the next 16 years.. we can't have a Kaiser.... so.. in... what... 2022 we're be able to have a Kaiser again? But as James has no daughter... this leaves Shireroth with no Heir... meaning we revert to the line of Sucession.. which is woahfully out of date... Or we use the Steward claims the throne clause in the Decreebook.. which either way make me Kaiser.. but knowing people.. would make people pissed at me... so this basicly just kinda fucks me over if I follow the law and take the throne..

Or we have no Kaiser for 16 years... in which case, the Charter CANNOT be changed, many decrees can never be edited or revoked... and... generally... the nation is semi-cripled without need for that to have had to be...

And as we have NO kaiser now... none of this can be undone.. so we are fucked there....

And no james.. decrees use real time.. NOT ASC...... And this decree destroys the line between reality and fiction that was established. Scott was the one that proclaimed the seperation of fiction from real law. Which has more or less always been seperated from each other in this nation.

So what the fuck do we do now? If we go with the fictionalness of it, it destroys our reputability as a serious nation internationally, and set up a really messed up precedent. If we follow tradition and keep it real... we are without an heir...

So basicly.....
We become a fantasy nation in-whole, and I become Steward for 8 days, than nick till the 16th day, when James becomes Kaiseress again.
Or we maintain our status in reality that we have always held, and we have no heir, and revert to the Line of Succession or Steward claimant law in the decreebook.

The first just mucks everything up for the nation. And the 2nd.... well.. I'm really tired of people flaming me.

I can see that he chose the wrong person to make steward. Foghorn should be made steward for the full 16 days, perhaps he'll accept the orders of his Kaiseress a bit better.

The County of the Bakery does not recognize this new steward!

Wait, now hold on, Erik. The reason why people "flame" you - (That's not an accurate term here - no one is making a personal attack, hasn't made an actual personal attack to you in quite awhile - this is debating politics) - is because you simply make controversal claims. As well, have you ever thought that it was for a similar reason why I get criticized as well - e.g. the way you speak to others? Plus, Osmose and Oz are infamous for badmouthing people anyway.

Now I will tell you how this isn't a problem. First of all, the statement made by Kaiser Los I that stripped fantasy from the government was a Proclaimation.

Decreebook -
2. Proclamations
a. Imperial Proclamations are official statements of opinion from the Kaiser.
b. Imperial Proclamations are not legally binding.
c. Imperial Proclamations do not establish law.
An Imperial Proclaimation has no force of law - it is just a statement; e.g. the most sensible interpretation of this decree is allowed, (16 days until another Kaiser Seisma) because there is nothing actually preventing fantasy actions by the government.

Second of all, (And you were right that this part of the charter would haunt you) the decreebook contradicts the charter. The charter clearly states the following:
Should no heir have been chosen, the successor shall be the closest related, living individual eligible by birthright.
This means either one of two things.

1. The birthright is chosen fictionally, e.g. a fictional relative of the current Kaiser.

2. The birthright is chosen realistically - this would mean that the closest related member of the former Kaiser who is a member of Shireroth would become Kaiser if no heir is declared.

However, an heir was declared. So this cannot be used - it would just mean that we would have a steward for the period of time alloted. It's most likely that Fax just wanted a break for awhile.

So, the Line of Seccession as postulated within the Decreebook is invalid, since the Charter is superior to the Decreebook. You becoming Kaiser, Erik, would violate the Charter - no offense intended, just the truth. Since the Fantasy Proclaimation was just a proclaimation, there is nothing stopping the most sensible interpretation of this decree from happening.

You know, I don't buy it. I don't buy that we will lose our reputation just because we have a fictional heir. The rest of the world is now focused more on fiction - Look at the various RecWars that are meant to be binding in the MCS, for example. I don't see how this can harm our reputation, considering the fact that it is inside the nation, and we are isolationised anyways - why should we ultimately care about how other nations think of us when it is none of their business? Shireroth's reputation today mostly revolves around the fact that we are a large nation (compared to the rest of the sector) with a large active population that is close to each other, (this is important and the major reason why) not because we are serious.

(As well, it was me who impregnated the Kaiseress. :p)

Perhaps the intention was that the next person who takes the throne is to use the title "Kaiseress Semisa II". That makes the most sense, anyway.

Alright, alright.

Here, a TRANSLATION:

The times mentioned in the decree above (when referring to years) are in ASC.

THEREFORE: Erik is to be Steward for the next eight days. Nick is to be Steward for the following eight days. At that point, Kaiseress Semisa II will come to the Throne.

BASICALLY: Bill's preceding post is correct.

AND NO, this is not being "too fantasy". After all, Erik, I seem to remember you doing this yourself not too long ago, with Viviantia and Mors, with the Metzler-Ly'Technomaezj Dynasty, and with a couple other places I'm not going to look up right now.

IN ADDITION: you will note that a Steward-Reigning-in-Proxy has all the powers of a Kaiser within the newly edited Charter (Imperial Decree #216).

This is the most cracked out things I've seen you do... and the fact no one seems to see this just points out the degeneration of Shireroth more than any essay I could write could....

as posted in the AIC,LG and LJ, I am semi absent....I decided not to post saying so in shireroth as, under normal circumstances, the minister of immigration naturalisation and torism can get away with looking for mangos outside the ministry door so can manage times when they can't do much work....

except when the minister has an idea to get people to turn up, or someone demands an idea....
