No. There's no such thing. I know some people have made half-hearted attempts to create some, but they've failed like everything else and we were never invovled. And if there was, they wouldn't involve silly dual citizenship laws. Bonk whoever's been bothering you about that sort of thing on the head for me.

Assuming that it applied only to humans, I suppose that elves AREN'T guaranteed citizenship? I imagine quite a few elves about would have a problem with that. :PFor that matter, so would dragons in Shirlan. But that's okay, they're oppressed anyway.
