This is a rewrite of the proposal I made in May, done as faithfully as possible to a document I don't particularly remember. Its goal is to set up an economy simple enough that it can continue working even without the ceaseless dedication of government officials or undue committment from citizens, and which takes advantage of the existing structures of Shirerithian life rather than trying to impose new modes of commerce upon the nation. As such, it is not very ambitious, but does create a base from which we can leave off later.Quote:Every citizen with an account will start off with fifty erb. The government of Shireroth will start off with five hundred erb. No other accounts will be allowed; this will keep things simple and prevent the overproliferation of accounts that confused many previous economic attempts. Businesses are viewed as outgrowths of the citizen(s) who runs them, and ministries as outgrowths of the Crown. The chief method of monetary exchange will be the gift, which expands the "shareware" principle of the real world into a full economy. When someone makes a product or service that benefits Shireroth, ze will release it freely to anyone who needs it. Those citizens of Shireroth who use it and enjoy it and have the money to spare will then donate some of their money to the person creating the product to signal their gratitude. The creator may specify a recommended donation or not, and the user may choose to follow that recommendation or not.Gifts can also be given to officials of the Shireroth government in order to help incentivize them to do their duties. While all officials are expected to perform a certain minimum of tasks (for example, the Minister of the Interior should change custom titles upon request) monetary gifts might convince them to do so more quickly or efficiently. In such cases, officials are expected to give a certain proportion of what they make back to the Crown as the agency that appointed them to the job.The possession of enough money will also enable commoners to vote and speak in the Landsraad. The going prices would be 10E to propose a bill, 5E to speak, and 10E for one vote. At most, a commoner could purchase two votes on a single issue. The money will be donated to the Crown, and the Praetor will be in charge of monitoring these rules.Money will flow from the Crown to the citizens of Shireroth through monetary rewards given by the Kaiser, Minister of Trade, or Landsraad. It will flow from the citizens back to the Crown through Landsraad vote purchases, gifts, and occasional fines levied by the Kaiser or Judex in accordance with laws set out by the Kaiser or Landsraad.Foreigners may open accounts in Shireroth's bank for a one erb fee, which must either be paid by a Shirerithian citizen, specifically waived by the government, or paid in foreign currency under an agreement with the Minister of Trade in order to increase Shireroth's foreign currency reserves. Foreigners may not the opportunity to speak or vote in the Landsraad. After any new immigrant has been around for a month, they will get 30E starting money. This money will be specially added to the system for them rather than donated by the Treasury. If citizens start emigrating, the government will start destroying some of the money in its possession. This will allow the amount of money to remain linked to the number of citizens and keep the supply-demand equation from becoming unbalanced. All foreign currency transactions will be done manually. That is, a Shirerithian wanting the currency of nation X will have to find a citizen of that nation willing to sell some of it for Shirerithian erb.Feedback.

I'm kinda wary of the whole gift idea. Even with the supposed incentives, it still has flaws - I have no reason of doing something faster if someone offers me Erb because I am a Duke. And considering the large amount of nobles, the only real use of money would be for them.I also don't like how the money flowing back to the citizens depends on the Kaiser, MiniTrade, and the Landsraad. All of those can and probably would forget to keep giving out random gifts of money, rendering the system useless once commoners spend all their money. They call it a signature, but no one ever signs their posts...

Moose: If you don't trust the Kaiser, MiniTrade, and Landsraad to do their jobs, then that invalidates not only every other possible economy proposal but pretty much any law we can create on anything. I for one think that will be the easy part - I know a lot of times when I've wished I had some sort of incentive to give certain citizens. As for Dukes not needing money, the first answer to that is that they can give it to commoners who support their positions on issues, or they can pay commoners for normal things. My second answer is that if you prefer, we can allow nobles to purchase two extra votes. Shacia: I didn't at all mean to interfere with you. I was the Minister of Trade before I became Kaiser, and I've been working on this for a while (since the original proposal in May got tabled) and just finally finished. To be honest, I didn't even look in the Trade forum before I posted this, because it's been about five months since anyone posted anything in it and I hadn't anticipated that would change. I would love to see your finished proposal; in fact, I'm glad we'll have two proposals around at the same time so we can compare them and take the best of both. I'd just like to add that I would support this proposal either way (allowing or not Nobles to purchase two extra votes), but I would prefer that commoners be allowed to purchase more votes than Nobles, so as to keep the incentive you mentioned for Nobles to gift loyal subjects for votes. It seems to have WAY too low an initial amount. I prefer a higher level of money. 50 just doesn't cut it, and the government only having ten times that amount is just rediculous. It should be more than that. Not including the fact that the economic system proposed, while it seems to be realistic, doesn't seem to be very fun.
