Basically this is just saying that when citizens put in "undecided" on their preferred subdivision part of the form, the MiniImNat will say "Go to such-and-such a place, they need more people".Hyperborea (2) votes YEA.
Citizen Distribution Act

WHEREAS the Feudal Holdings Act states (or would state if it ever got passed) that Baronies should have at least two (2) people, and Duchies at least four (4)BUT WHEREAS it also exempts currently existing Baronies and Duchies from this ruleBUT WHEREAS it would be nice if such subdivisions would indeed have enough people to make them and their governments meaningfulTHEREFORE it is decreed by the Landsraad that the Ministry of Immigration and Naturalization will attempt to direct undecided citizens to underpopulated Baronies and Duchies.HOWEVER, it is also decreed by the Landsraad that in no way will the Ministry of Immigration and Naturalization disregard the wishes of citizens who do have a preference for an overpopulated fiefdom, nor shall any citizen be forced to change fiefdoms against his or her will.

I find this a little problematic... you see, an immigrant might fill in "Undecided" or something similar in the preferred subdivision part of the form because zie has not had the time or resources to study our rather longish list of fiefdoms (*). This act would cause breakage in that case - proper behaviour would be to ask the new citizen about zir interests and then guide zir (**) to a suitable subdivision. The only case where allocation to a subdivision should be based on population is when the immigrant has no interests that coincide with any of our subdivisions' cultures. Why? Well, in Shirithian politics, nobles tend to be nobles by tradition. In a nation whose primary goals are to survive and be stable, the government does not need any more significance. Shirithian subdivisions, on the other hand, tend to try to be unique and interesting, or simply active. They don't necessarily survive very well over long periods of time, but this does not matter - subdivisions are expendable. Let's give them the citizens that they can attract with their culture instead of watering them down with "properly distributed" people.Straylight votes NAY.(*) this is the most important reason for my vote. All you really need to do to fix it is to say that an immigrant is "Undecided" only if zie really does not know what subdivision to join.(**) the forward-port of GNP(4) to English2k might be non-standard and some people might not parse or produce it properly, but it's a hell of a useful feature. I think I'm going to hardcode it in my grammatical subsystem... In order to find his equal, an Irishman is forced to talk to a Finn.

It is my experience that many people that are "undecided" about where to live have not read all of the choices, as Ari says. HOWEVER, they are also very unlikely to actually do so. There are very likely a few people on the books that do not technically live anywhere and have no real intention of choosing. It is better to put them somewhere where they can meet people rather then have them float in the ether for a few months. If they want to move later, then can feel free, but finding people homes it is important.I support this act. Harvey of Meskan"This is my day in the sun, and I plan to get a tan."
