Landsraad 9: Conditions of Emergency

Article 2, Section C, Clause 1
From:
An emergency bill may be put before the floor by any noble with a voting period of two days, if and only if the bill addresses a matter that is a serious and immediate threat to Shireroth's well-being. If the Prtor does not agree that an emergency bill meets these conditions, he may remove it from the floor and ask it to be resubmitted as a standard bill. Generally emergencies should be dealt with by the Kaiser anyway, and this sort of thing should only be resorted to if the Kaiser is away or if the Kaiser *is* the emergency.
To:
An emergency bill may be put before the floor by any noble with a voting period of two (2) days, if and only if the bill addresses a matter that is a serious and immediate threat to Shireroth's well-being. If the Praetor does not agree that an emergency bill meets these conditions, he may remove it from the floor and ask it to be resubmitted as a standard bill.
Reason: Removal of superfluous editorial.

To be honest, this would probably only be used for internal problems. External ones can (and probably should) be dealt with by Imperial Decree.

A rebellious Duke would be internal, for instance. Meanwhile, having war declared upon us would be external.

Aw. But the superfluous material is cool!

I agree with the edit, but some sort of disclaimer should be put in there to let people know it's for internal matters and not external matters. There are no flowers, no not this time. There will be no angels gracing the lines, just these stark words I find.

Well, if we did that it would mean that the Landsraad would have no particular provision for foreign matters if it needed one. Just because it shouldn't need one doesn't mean it won't... after all, suppose there's no Kaiser around when an emergency hits? We've had brief periods of Kaiserlessness before, after all.

Point taken. There are no flowers, no not this time. There will be no angels gracing the lines, just these stark words I find.
