Article 2, Section A, Clause 1:

From:
A bill may be presented to the Landsraad by any member or by the Praetor. Any commoner who wishes to propose legislation to the Landsraad may do so only via one of these two sources. Each bill which would add a new law to the lawbook should have a name by which citizens can identify it, and this name should be the title of the Landsraad post proposing it. Each bill which would change a section of the lawbook already in place should have in its title the Article(s), Section(s), and Clause(s) which would be changed. Such Amendments do not require other titles.

It's OK with me, I guess.

I think the Kaiser is already automatically a non-voting member of the Landsraad (apart, that is, from any other noble title zie may have), but it's always good to clarify this kind of thing.

Really? Who declared that? Weird but do-able I suppose. There are no flowers, no not this time. There will be no angels gracing the lines, just these stark words I find.

Just to clairify, does this change just allow the kaiseress/kaiser to propose a bill? And does the kaiser have voting power? I too am a little befuddled by the voting arrangement.

Quote:by the "old" voting distributions, i.e. 10 votes / duchyI believe that that only holds true for the bill that will bring in the new voting procedures. That's why she just wanted us to discuss these other restructuring bills for now, I think... so that the new voting rules can be implemented first. THEN we can vote on all these other ones. Otherwise it'd be too confusing.Quote:Just to clairify, does this change just allow the kaiseress/kaiser to propose a bill? And does the kaiser have voting power? I too am a little befuddled by the voting arrangement. The Kaiser can actually propose a bill already... the point of this bill, I think, is just to make it clear that that can happen. But the Kaiser can't vote just because zie is Kaiser; if the Kaiser also happens to be a Duke or Baron, however, then zie could. ...By the way, miho, in case you're unfamiliar with it, "zie" is what we sometimes use around here for "he or she".

Ok, slight semantic problem. This new version still states:
Any commoner who wishes to propose legislation to the Landsraad may do so only via one of these two sources.
This is a slight problem because now there are three sources.
