An idea: A form of lesser citizenship

Just an idea I've come up with.
Namely, it would be to help solve the "problem" for some people who desire to no longer be active within the nation's activities, but still wants to be considered a Shirerothian.
I'm not sure about the name. Perhaps Denizen, even though it's technically used already. This is different from Honorary citizenship in that it is voluntary and not a reward, but the premise is sort of similar. Say, something like this:
- A citizen who desires to become volentarily inactive can become a Denizen.
- A denizen may not hold any office.
- A denizen may not become a Count, although ze might be given priority over a given county if ze wants to become a citizen again.
- People who have been citizens of Shireroth in the past, but are currently not citizens, may become a denizen at any time.
- A denizen still has to abide by the laws of Shireroth.
- Exception: A denizen does not have to follow the dual citizenship laws, as he is not a citizen.
- A denizen can become a citizen again at any time if he meets the requirements for citizenship.
- A citizen may become a denizen for one of the two options:
* Emmigration and not saying that ze does not want denizenship. (If the citizens is forcibly removed, ze cannot obtain denizenship)
* Not filling out the census in time. Citizens are no longer removed from the country if they do not fill out the census, but become denizens. They do not count as citizens, but can still be counted in the census.
- All emmigrated citizens who want to claim denizenship must have the approval of MINT.
There's a problem with this, of course. There's no way to enforce it (nor should there be) or encourage it. Foreigners and former citizens would be just in the same position, and can still chat and the like. However, I think this is a meaningful way to get a symbolic form of the position "I may have left Shireroth for whatever reason, but I still consider myself Shirerothian, and may still chat here from time to time." This way people can stay retired without actually emmigrating.
What do you guys think of this idea? I know it may be unneccessary, but I think it's a good idea to implement nevertheless.
And yes, I know this is less of a priority than the voting is, but I want to discuss it anyway.
