Duchy Equivalent Residence Act?

What are the non-benefits of having a depopulated proper, anyways? Just wondering.Also, what if there was a law passed that allowed a pre-determined Barony to be temporarily disbanded in case some situation arised resulting from or being affected by the lack of citizens in a proper and is important enough to constitute the disbandment?
