Bill Proposal: Implied Summons

In light of recent events, I would like to propose the following:Implied SummonsPurpose: This bill allows for Ministers to speak in the Landsraad on topics directly and provably related to their Ministry position. This does not allow for a Minister to put forth a new bill, or to speak on bills unrelated, nor does it remove the current summoning system. This bill is designed to streamline the summoning process for Ministers only, and only for topics as specified above.System: For any topic in the Landsraad that requests an implied summons, a small addendum should be made to the subject line as follows (changes to current procedure are italicized):"Treaty of Arminsbur3 (MiniEx)""Join the MRWS (MoMA)"Alternatively, the Implied Summons designation can be shortened to a single letter, as follows:"Treaty of Arminsbur3 (X)""Join the MRWS (M)"The list of Implied Summons Ministry designations are as follows (long versions on the left, followed by the abbreviated versions in parentheses):MiniInfo (F)MiniInt (N)MiniEx (X)MiniTrade (T)MiniImNat (I)MoRE (R)MoMA (M)Note that implied summons is completely independent of the standard summoning procedure we have currently. Ministers, minor nobles, and commoners may still be summoned before the Landsraad following that procedure. Implied summons simply makes the current process simpler and more straightforward for Ministers who wish to speak on topics that are related to their Ministry in the Landsraad.(Ed. Note: please bear with me: it's been a long time since I've written legistlature, and I'm not much of a law man myself.) Ari Rahikkala: No idea. I'm not a hardware guy, you know... it doesn't matter to me where you think you might have lost your car keys, the only place where I can help you find them is under a street lamp.LiveJournal || DeviantArt Submissions || DeviantArt Discoveries
