More power to the Landsraad?

If the Landsraad could do more, would people be more interested in trying to get their House a Voice or even a Vote in it?

No! Giving the Landsraad more power means the same as: the Kaiser or subdivisions would give away parts of their power. Not something that I would support.

The power vacuum in the Landsraad doesn't come from the Throne keeping all the nifty politics to itself. It comes from there not being any nifty politics to begin with.

The Landsraad can make law regarding anything that is not prohibited by the Charter or the DecreeBook, which isn't much. The reason why the Landsraad doesn't do much is, as Scott says, the lack of interesting topics to legislate about. This would probably not change if the Landsraad was given more power.

Create a popularly elected body as a counterpart to the Landsraad. Elect from said house a Prime Minister to serve by the Kaiser's pleasure as head of government.

Didn't cast a vote, since this suggestion doesn't really fit any of the choices, but it's sort of the inverse of the "Kaiser as emergency fall back": rather than abolishment, suppose the Landsraad weren't to meet all the time? I understand that it's not an unusual practice, at least in the US, for legislatures to meet for only part of the year.

Considering that so little is coming across the Landsraad's desks, it seems to me that a similar solution might be the best option; we define a period, or (probably more appropriately for a micronation) maybe a number of periods, where the Landsraad is going to meet. Make it, say, one week a month or something. You could even use it as a method to tidy the timing of legislation, too. For example:

-Interim: Subdivisions get on with business, day-to-day stuff gets handled by Kaiser/Steward/Ministries/IAC, nobles use spare time to consider any legislation they'd like.

-Presentation period: Session begins. Give nobles some time, say one or two days, to present legislation. No completely new legislation may be presented during this session once presentation period ends.

-Consideration period: The majority of the session is used to discuss and consider the presented bills.

-Re-presentation period: Used to present bills that have been altered or updated after consideration. If the session lasts long enough, you could add in a second consideration period after this if it was felt necessary.

-Voting period: Last one or two days of session. There is no further discussion, just voting. Bills that are passed by end of session become law, bills that are not passed by end of session have failed. Maybe throw something in there so that a bill can't come right back in the very next session.

That might all be a bit much to throw into one week, of course; you could make it two weeks, maybe.

Of course, there could be provision for the Kaiser to call emergency sessions of the Landsraad as well, when required.

might have some merit. Not sure it would get us the result we want though. Although, it would give time for Houses to vie for power with a time frame to get that power within.

In favour of that I would say that Cranda adopted something similar. Against that I would say that Cranda adopted something similar. You see the dilemma here?
