A legal deadlock in Kalir. The Kaiser suggested this path to solve it.

We need to be nobles temporarily so that we can amend the instrument of government to allow commoners to vote on the Council of Eliria, for when we revert. A slight bind, the Patron can only amend the Instrument on the advice of the Council, and at the present only nobles have votes. (We hadn't realised that Erik would be quite so reticent with the noblesse oblige when the damned thing was drafted...)

Wouldn't it be easier for the Steward to just amend the Eliria law?
