Who wants it?
It will require you to keep an up-to-date list of ALL citizens, their status, houses, residents, land holdings and err.. anything else important. I'm not keen either on the way Ari made the census so short. Sure, lots of it could be taken from account info.. at the time, but in the future, things will change.

Don't quote the law at me, especially when you don't understand it. "Inperial Deecre"s are unheard of. Furthermore, if the Kaiser says it was a joke, it was a joke. I invite you to appeal the decision of the Kaiser, but if you know anything about Shirerithian law which you seem to think you do, you already know the outcome.

Sorry CJ. It wasn't valid for many reasons. While in bad taste, and a bit mean after the event, It was an April Fool's Day Joke. I thought you knew that. If it makes you feel any better, it was really directed at you in particular. You were just the subject. As was Aure. I could quote all the reasons it's not valid... but just accept that it was. I'm not gonna ban you, as some want. But do know you are not a citizen.

As far as the job goes, why to contract it out to him? Non-cits have made great contributions to Shireroth in the past, and it would give him a way to prove himself to the doubters.

No Titles, Offices or positions in Shireroth, it's lands or Houses shall be held by non-citizens. And you can consider that law. (it actually is).

I guess it's not a problem. MoMA doesn't do that much these days.

The work for the MoMA tends to be seasonal. We usually end up invading somewhere at least once a year
