AFFIRMING the spirit of friendship and cooperation on which relations between the two nations are based, and wishing to place their relations on an closer and more solid foundation;

AFFIRMING that both nations formally recognise and respect each other as independent and sovereign nations, including each other's sovereign territories: websites, message boards and other real or virtual property under direct or indirect control of their respective governments, as proclaimed by them and as long as respecting others micronations' sovereignty under international law and Intermicronational convention, and refuting claims of annexation by any party;

ACKNOWLEDGING the importance to each nation of the relationship and the close connection between them;

RESOLVED to evaluate and pursue opportunities for their governments and their peoples to work closer together in a spirit of understanding on matters of mutual interest;

CONVINCED of the importance of creating, developing and maintaining relations on an equitable and mutually advantageous basis in a long-term perspective;

RECOGNISING that cooperation between the two nations should have their common interest in the prosperity and welfare of both nations;

RECOGNISING full diplomatic immunity of the Triumvirate of Gralus, and their Minister for Foreign Affairs; and full diplomatic immunity of the Kaiser of Shireroth, and his Minister of the Exterior;

AFFIRMING that each contracting party has the right to appoint an ambassador to the other contracting party, where each contracting party is allowed to demand immediate removal of the ambassador at any time since arrival and without notice;

OPENING up trading between their nations in mutually beneficial ways to encourage business growth and the sharing of resources;

AGREEING not to invade each other, or assist other micronations in doing so.

UNDERSTANDING that both nations will share intelligence on any threats to each others sovereignty as soon as it be known;

HAVE RESOLVED to conclude this treaty and for that purpose sign to indicate acceptance as follows:

I would like to warn the good MiniEx that this treaty cannot be valid, as the Confederation of Gralus does not exist and has not existed since August 2008. While the Empire of Gralus has a similar name and involves largely the same people, it is historically and constitutionally a completely different entity. To my knowledge no official treaty has ever been negotiated between the Empire of Gralus and the Imperial Republic of Shireroth. There have been some visits, a Kaiseral invitation, an almost negotiated treaty regarding Lac Glacei (I blame doing it largely via pm); and of course we are greatly indebted for your belated assistance during the Fated War; and likewise utterly condemn your harbouring of the Dark Lord Al'Magroth and tacit support for him in allowing him to appropriate so many of your military resources, which was used to fund a campaign in which many Gralans lost their lives*.

So we've kinda had diplomatic relations on a very unstructured basis; but we don't have any sort of treaty and this is definitely not valid as a treaty with the Empire of Gralus.

*Whatever you choose to make of it OOC, the last point is a serious IC sticking point in Gralus presently as we go through the process of rebuilding. And since all our leaders are IC positions ...
