Imperial Decree #419: Lord Mayor of Shirekeep
By the power invested in me by the Gods,
1. I hereby establish the position of Lord Mayor of Shirekeep.
2. The Lord Mayor is tasked with the development of the Imperial County (and especially the capital of our great Empire: Shirekeep).
3. The Lord Mayor is head of the Imperial County and directly subordinated to the Kaiser.
4. The Lord Mayor has the privilege to write Decrees, which can be overruled by the Kaiser's word (so no Imperial Decree is needed).
5. The Lord Mayor is appointed directly by the Kaiser.

Chapter II
F: Imperial County
1. Area
a. The Imperial County consists of the City of Shirekeep and the surrounding area, as well as the [[Skyla islands]].
2. Government
a. The Imperial County is governed by the Lord Mayor of Shirekeep.
b. The Lord Mayor is tasked with the development of the Imperial County, and especially the capital of our great Empire, Shirekeep.
c. The Lord Mayor is directly subordinate to the Kaiser.
d. The Lord Mayor has the privilege to write Decrees.
e. The Lord Mayor is appointed directly by the Kaiser.
I left out the part about the Kaiser overruling Decrees by the Lord Mayor, since that power is obvious and comes with being supreme leader.

I thought Mar Sara was also a part of the Imperial County?

Mar Sara has never been a part of the Imperial County. It's Shirekeep and the Skyla islands.

To further allay your confusion, Mar Sara is an island county (well, half-island, Antica holds the other half) in Vorpmadal, Yardistan (funny thing - I thought it was Absentian, but the forum showed differently). You can find it between Cibola and Tapfer, south of Jasonia.

I know where it is, but the colour on the map (see baronies) confused me.
