Since Shyriath is kinda awol, and I think he was the last Mango King of Arms, I propose we appoint Ryan Mango King of Arms. Appointments by the Kaiser are one-time events, so this would not be illegal. The decree establishing the Chroniclers (if there ever was one, I'm not sure), doesn't say outright that the Landsraad can do this, but let's try it anyway.

EDIT: I never seem to have issued a decree. So no probs then.

Does this mean the Landsraad can rename it too? Please?

It probably does, but you'll have to introduce that one yourself.
