Tymaria City Leasing Contract [For Signature]

A Contract for the Lease of Tymaria City to the Small Commonwealth
1.0. The Lease of Tymaria City to the Small Commonwealth
1.1. The Imperial Republic of Shireroth is prepared to lease Tymaria City and its corresponding island to the Small Commonwealth for an initial period of seven-hundred and thirty days (two years), at the expiry of which the Imperial Republic of Shireroth and the Small Commonwealth shall renew the lease for a further two years if both parties agree to a continuation of the arrangement.
2.0. Termination of the Lease:
2.1. The lease shall be terminated and the leased area returned to the Imperial Republic of Shireroth before the expiry of the lease period in the event of:
2.2. The dissolution of the Small Commonwealth;
2.3. A majority vote by the Commonwealth Assembly to relocate to another venue;
2.4. The delivery of a "Notice to Quit" from the Imperial Republic of Shireroth which shall be actioned thirty days after the Commonwealth Primate is in receipt of the same.
3.0. Tymarian Special Administrative Region
3.1. During the period of the lease Tymaria City shall be run as a Special Administrative Region remaining under the sovereignty of the Imperial Republic of Shireroth but under the control of the Commonwealth Assembly and the Primate of the Small Commonwealth;
3.2. The Tymarian Special Administrative Region will be vested with executive, legislative and independent judicial power, including that of final adjudication.

If the Primate of the Small Commonwealth would care to sign on behalf of the Assembly I believe this will conclude the transaction.

Errr... I have no powers to sign treaties on behalf of the Commonwealth. The Commonwealth as an organization cannot sign treaties. We could sign a business contract, as the assembly has already approved the lease. But I cannot sign treaties.

Rename it a Contract and consider it signed then. (I just don't want people thinking the SC is conducting unified diplomatic affairs.

Perhaps either the Primate or the Assembly could appoint you the Executive Officer of the Tymarian Special Administrative Region and then you could just co-locate your headquarters. Perhaps every so often just rolling grenades from one end of the corridor to another in an attempt to engage the two staffs in team building exercises...

If I may, it doesn't work for me that easily. "Executive Officer of the Tymarian Special Administrative Region" is a nonexistent title and position. I don't see why we should invent it simply to suit this particular case. Or, if we do for some reason want to create an official in charge of Tymaria City, we should do so via normal channels of nomination and debate rather than giving it to someone out of privilege solely in Shireroth. We, the Small Commonwealth, control the territory entirely, for now, as per the lease signed by the Kaiser and the Commonwealth. I don't see how or why Nick shouldn't have to relocate.
