Internal Guidelines on Landsraad Voting Procedure
This constitutes official policy in accordance with the Procedures of the Landsraad.
These regulations may be amended by the Praetor at any time with official notice to the Landsraad, as long as they do not violate the Procedures or the Charter.
1. Once a bill has been
officially opened by the Praetor, the votes that are allocated for that particular bill will be those specified
at the time of opening in the
Big Fat Vote Thread.
2. Changes made to the Big Fat Vote Thread will not be counted towards already active bills.
3. Should a Duke other than the one who made the original post in the Big Fat Vote Thread wish to change the vote allocations, he/she should make a new post and then request the Praetor to archive the old one.
4. Vote allocations may not be changed except by the Duke or appointed Emissary of a Duchy. It is the responsibility of a new Duke to update their vote allocations.
5. The Landsraad forum is solely for voting. Any discussion posts or arguments will be split and placed in an identical thread with the same name in the Landsraad Front Gate.

The hell is this? It's your job to keep order in the Landsraad, not unilaterally tell the body their proceedings.

It's a matter of bookkeeping, meaning the bloody minded shouting matches that inevitably follow every Landsraad bill go into the Front Gate, and the votes go into the Landsraad. If I recall, that was always how it used to be. There's no law, but I seem to remember everyone pretty much followed that. Otherwise what's the point of having the Front Gate? Why not just merge the forums?

The Praetor is charged with keeping order in the Landsraad, and this is very much in line with that duty. If you want the rule removed, introduce a motion to that effect.

Keeping order in the Landsraad means making sure the procedures are being followed. I don't see how that includes making up controversial new ones on the fly. The Praetor is no Kaiser that can rule by decree.
I do not oppose discussing adding a procedure like that. It may be a good idea. But I strongly oppose anyone having the unilateral ability to modify the Landsraad on a whim without needing any sort of justification or backing whatsoever. If we want something like this, we should talk about adding it. I shouldn't have to introduce a motion to stop mysterious and unsupported procedures from appearing books; other people should have to introduce motions to get them there!

Just as Ministers can regulate within their jurisdictions, the Praetor can do so within zir jurisdiction. I also do not think that the regulation is controversial.
Again, introduce a repeal motion if you disagree.

The Praetor has no Executive/Legislative powers. There is no provision allowing the Praetor to create new procedures.
Further, Emissaries only have the vote of a noble, they cannot change voting distribution on their own.
It could be argued that the first few.. guidelines posted here are fine, they are a logical extension of things. once a vote starts it makes things a right mess to change them.
But moving posts out of the Landsraad is akin to throwing a noble out the door.

If I introduce a motion, it will be for the Praetor's resignation. I hope things do not come to that, but I am not going to jump through hoops because Allot is on a power trip today and doesn't feel that he needs to consult the body before making decisions.

Don't be such a drama queen. Allot is simply trying to put her routines into words. I happen to agree with the rules. But as I said, introduce a motion.

He doesn't have to. As formal procedures, these are not legal.

They are derived from the Procedures of the Landsraad as well as the general duties enumerated in the Charter.

I happen to agree with Malliki, but since you feel so strongly about then I will remove this post and allow Malliki's bill to pass. I take offense to your accusation that I am on a "power trip". I am not sure what has caused you to abandon your habitual spirit of logic, but please refrain from ad hominem attacks. I respect your position regarding the thread and as such it has now been moved to the archives. I assume I do not require permission for that.
