Your Excellencies,

I crave pardon for this intrusion but after the latest round of, the by now customary, exchange of rocket fire between myself and my cousin Pachad Emet ben Mavet in Ashkenatza my men recovered a canister which contained the following note addressed to the Primate of the Small Commonwealth together with a covering note requesting that it be forwarded to the same by whoever recovered the canister containing it. This I have done.

Regards

The Khan of Vijayanagara

I have added the The Republic of Ashkenatza as a "friendly observer" to the membership list. While this means little technically, as primate I welcome the thawing in relations between The Republic of Ashkenatza and the Small Commonwealth. Ashkenatza is not bound by any Commonwealth treaty but, as a nation, is more then welcome to come and discuss matters with the commonwealth.

While I can't myself extend any formal recognition of the "observer" status, I will be putting before the Assembly a motion to recognize it formally.
