The Plague of New Kajar

It was night when a man in dark clothes entered the city of New Kajar. While walking through the streets, the man was surprised by how little activity there was. In the most of the houses you still saw light of the lamps, so there were still people awake. The most surprising part was that New Kajar wasn't a small village, but a pretty big city and local capital. It was odd to see nobody in the streets. Where were the parties? The laugh of drunk men? The common street fights? No, nothing!
The man walked further until he reached his goal: the city hall. It was closed, like most government offices would be at this hour.
"I will just have to wait until tomorow," the man spoke to himself. And he slowly walked away from the city hall to find an inn. It felt weird to not hear cheers out of the houses, almost as this city had lost its soul.
Finally he found an inn, with a black star on the door.
"Oh no," the man said and he walked, shocked by seeing the symbol, slowly away from the building.
