No. Territory has a specific meaning in Shireroth. This is not a territory, it is a separate county.

I am in the planning stage of a big city map of Shirekeep. Hopefully, I will also be able to get it done. :)

Remember. The Keep overlooks the bluffs that make up the tip of the fork in the river.

What do you mean by "overlooks"? It was my understanding that the Keep was in the northern parts of the city?

People ignored me when they dealt with it in the past.

The Keep was the first part of the city, as a military outpost. As such it was put at the tip of the peninsula that the fork creates, thus lowing the number of direction one can attack from. The Keep should be in the most dependable position.

Dependable = defensible?

But Erik has a point - Shirekeep should be like a landlocked Constantinople.

Yes. Defensible. Most people forget it was/is a military stronghold.

That map is inaccurate, since the Keep should be located where Malarborty stands. But I will definitely use it for other purposes than the location of the Keep. :)
