I herby abolish the death penalty in Elwynn.
No person save the Duke or the Kaiser may issue such a penalty.
All cases, such as the pending death sentence of Eldynuil are herby dismissed. Should any Noble of Elwynn wish to persecute a perpetrator it shall be done so through the judiciary system.
This is effective as of the moment of its publication.

Line two of this decree is meaningless. No one may issue a penalty of death in Shireroth.

I believe that only applied to OCC characters. The Khan however is moving against a minor character that is part of Allot's collection of in-character characters. If I misinterpreted please forgive me.

Hmm... I'm not sure how we could even apply the death sentence to a real citizen. If this is an in character decree, I'll butt out.
