MiniEx Election

Please vote preferentially, giving one candidate three points, one two points, and one one point. The winner will be appointed Minister of the Exterior. Otherwise the election shall be conducted as in

The candidates are Rai Avon-El, The Khan of Vijayanagara, and Maksym Hadjimehmetov.

(yeah, other names came up, but I think it's pretty obvious that neither Erik nor Shyriath is going to want to be MiniEx... well, actually, I dunno about Shyriath, but I wouldn't want him to spend his time on that position when the alternative is that we could continue having him do his awesome work in history)
