The Shirithian Economic Compromise

I was actually planning this before I'd even done the survey, but had been waiting for more responses first. Jacobus' rant of sorts made it clear it might be better to reveal my full hand now.
Oh, summary of Survey results here (I hope). Tell me if you can see the link or not ...
As you can see, some areas of consensus were:
"An economy can be as broad as you find a use for it, to encourage more participation." 70%
Earn Money "From the government, for helping build up the nation." 50% and "From selling goods in a business." 40% (surprised that one's that high).
60% in favour of Sport "Yes, because it encourages participation."
Building stuff economically? "Yes, but only with specific rules/a system." 50%, surprisingly.
Spending money on subforums - "Yes, that gives power to non-admins" 50%
Culture "Yes, the government should reward people for it." 60%
Roleplaying "No, roleplaying shouldn't be included." 50%
Finance "Yes, if people are interested." 80% (apparently, Austi, no one's interested ...)
And the two I was most interested in:
"People should be able to entirely ignore the economy and still participate in all of a micronation." 50% (for reference, 30% were happy with others not participating and 20% thought it should be encouraged. Nobody thought it should be enforced)
Should new things be created for the economy? "Yes, that grows culture and economy." 60%
With all that in mind, I feel justified in proposing the below. It's basically a compromise between those pro-economy and those anti-economy. In it, we'll list all the areas that are essential to Shirithian life, that you couldn't avoid and still be a Shirithian. All those areas will have no-economy (or no forced economy). We won't even be allowed to propose things for those areas. But, in exchange, those who are against the economy agree that anything not listed the economy can be involved in. For example, Landsraad Voting is a no-no. With it on this list, we'll never again be allowed to propose any link between voting and the economy. Nobility Positions I put down as a no-forced. If people want, they can sell their position (like I did) - it won't be illegal. But we'll never be allowed to propose any national system for paying for positions. And as an example of something the economy has stimulated - recwar. Apart from one or two attempts at civil war (all of which were without any sort of recwar charter), Shireroth hasn't had an internal recwar for two+ years. With SCIRA, there's now a much greater possibility and interest in having internal recwars under a charter. Since it wasn't happening before, people against the economy can't complain that it shouldn't be linked to the economy just because its only happening because it's been linked to the economy, if that makes sense. (a random non-chartered war, effectively Roleplaying a war instead of recwarring, is not covered under SCIRA and those outside the economy can still do that, btw).
So, how does this sound? And suggetsions for areas that should be put under each of the two "no" sections.

The Shirithian Economic Compromise
RECOGNISING that Shireroth came before it´s economy, and that some citizens have no desire to be involved in the economy and fear it being forced onto Shirithian life; and
ACKNOWLEDGING that Shireroth´s economy is now an established part of it, and that some citizens desire greatly a working economy and aren´t deliberately trying to offend people; and
DESIRING that Shireroth may not continue to be split and argue over this issue;
Thowing compromise is made:
The areas named below are areas of national requirement. Someone cannot be a citizen of Shireroth without participating in these areas, and thus involving the economy in these areas is forcing people who don´t want to be involved to be involved. Therefore these areas may never be linked or proposed to be linked to these areas (with the possible exception of rewarding people via bounties for participating here).
Landsraad Voting
International Recwars
etc.
The areas named below are areas of individual conscience. These areas are, as above, important to Shireroth and thus the economy should not be officially or legislatively linked to these areas. However, individuals may desire to use the economy here and will not be stopped from doing so - anything they do will merely not become national standards.
Nobility Positions
etc.
Anything not named in above is an area that is not of crucial significance to participation in Shireroth. The economy is free to be incorporated in any other area, including it such ways that make it difficult or impossible to participate without being involved in the economy. This includes any areas not currently existing that may be devised in the future.
In exchange for restricting the economy from those crucial areas, those who do not want to participate in the economy agree also not to participate in any economic discussions, and in particular not to detract from new economic proposals, as long as they are in line with this compromise (ie not named above).
