Small Treaty of Non-Aggression
1. Any nation who has signed the General Membership Treaty of the Small Commonwealth may sign this treaty at any time, provided they are not currently in a state of open conflict with any current signatory.
2. All signatory nations shall not engage in any hostile or aggressive action toward any other signatory nation.
3. If there is a dispute between signatory nations they will bring it before an agreed upon neutral third party for arbitration. If no third party can be agreed upon the matter shall be arbitrated by the General Assembly.
4. This treaty does not include Recreational Wars that are considered friendly by the nations involved at the initiation of the recreational war.
5. Upon giving notice, any signatory nation may exit this treaty.
6. This treaty may be amended by a 3/4ths majority of signatory nations.
Novatania and Natopia have both already signed this treaty.

Yes. We determined that if a particularly evil duke decided to push some legislation through they could buy a supermajority of VCs, put a bill on the floor and vote it in... since only VCs that exist when the bill is proposed count... no one else can buy more votes to counteract the evil duke.
Seeing as how no one has recently purchased a lot of VCs I will open voting at the following values:
Brookshire - 8
Elwynn - 2
Kildare - 8
Yardistan - 1
Straylight - 3

I believe this bill has failed... it has been 4 days since i opened voting but only one duke has voted, as per current procedures two dukes must vote in favor of a bill for it to pass, regardless of VCs.

Well, to just save me time. I put this forward again. If not enough Dukes vote....Again. I'll have to determine that the Landsraad is dead, and take appropriate actions.

Also interesting to note that since Elwynn and Yardistan are boycotting the Landsraad, and Ari is on LOA with no steward or emissary that i can tell.... only Brookshire may be voting...

Boycotting the Landsraad and having it be shut down by the Kaiser as a result of that would at least bring serious attention to those duchies' concerns about the voting credit system.

I'd find ways to deal with them. I don't like the Landsraad being used in such ways, it angers me.
