However, this is why we have the Judex. While it might not be "popular", we have lawyers and the Arbiter who can preside over issues like as fairness. If you feel you got a raw deal on a bounty, address the Minitrade. If the Minister won't do anything about it and you still feel it's unfair, hire Mike and approach the Arbiter. If you don't get a ruling you like, and it's still an issue, remember that the Kaiser is technically a higher court in those circumstances, so approach the Kaiser. And if you STILL don't get results, you're probably in the wrong.
Still, there should be a system for someone approving bounties for me, for example. Public servants picking their own salaries, or (sorry Hesam) the salaries of others in their department, never leads to good ....

That is a well-argued process.

Attempts at a bill (note: I is now taken by Tax)
J: Bounties
1. At any time the Kaiser may use the Crown Account as he sees fit.
2. The Minister of Trade shall be in charge of other bounties. They shall take the following forms:
a. Bounties paid to Ministers, the Praetor and/or the Arbiter (and any assistants) for the fulfilling of their duties.
b. Bounties paid out for helping develop Shireroth, whether culturally, historically, militarily or aesthetically.
c. Bounties requested by other Ministers to assist them in their duties.
d. Once off payments authorised by the Kaiser or Landsraad for special service.
3. The payment of bounties shall be made publically.
4. The decisions of the Minister of Trade may be appealed to the Judex or Kaiser.
5. Bounties paid to the Minister of Trade shall be decided by ...
Still don't know how to fill in five. And 2 may need further explanation (basically a. is bounty to Ministers, b. is the normal bounties (aesthetically is for designing flags and maps etc), c. is the budget for other ministers, and d. is things like the war payment ...

I'd just think they should be decided by someone outside the department.
