Soon to be written law, though Elliot seems to have found the draft decree.
The way it works, Elliot, is this: a person who wants a county may choose one of the Imperial Lands, the unclaimed counties, and start development work there. If the development is good enough and has involved enough effort, and if it respects previous development done there, then the Kaiser or Landsraad may choose to grant that county to the developer, whereupon it will become territory of the House to which the developer belongs.
So, counties already in House Mortis (or other Houses) are off limits, because by definition they're already in use. The county formerly known as Alexandretta is now Kralizec, and is held by Jadie; what was once Thanatos is now the Nation of Lakhesis, and is indeed Malliki's; and Modan-Lach is, as said, our core county. (If you were going by the MCS map for names, our claim there is... er, out of date.)
Out of the Imperial Lands, I wouldn't recommend trying for Amarr (because Malliki was going to develop there) or Caverden (Erik seems to be doing stuff there); and I really, really don't recommend trying for Benacia, because I'm going to be developing there.

Probably I will resettle in Illumination. It's not in one of the major Houses, but I hope that someday it will be a part of one.

If you develop it under the Sphere of Influence rules it'll be granted to House Mortis, and to you.
