Cases that involve real out-of-game problems like hacking, espionage, and fraud will be dealt with harshly by the Inquisition regardless of any red tape set up by individual subdivisions; anyone who tries to stop will be hit with whatever Lawbook crime is closest to "obstruction of justice".
Cases that involve in-game or non-dangerous offenses will be handled by a more complicated procedure, which will involve long arguments in smoke-filled offices followed by the chief explaining that his hands are tied by the local authorities, followed by a gritty veteran officer and his naive rookie partner going rogue. The chief will order them to pull back, but by this time one of the veteran's friends will be threatened, and he will respond with a dramatic quote like "Sorry, boss, but now it's personal". In a climactic finale, the local subdivision authorities will all fall for one of the criminal's tricks and be sent up a blind alley while he initiates the last step of his nefarious plot, but the Inquisition officer and his partner will save the day, saving the life of the local Duke and getting his personal pardon for staying on the case despite the orders against it. Also, there will be a classy dame involved at some point.
However, this would be a good time to mention that I will have limited Internet access for about 75% of the next month, on account of finals and vacations and family stuff. So get those last few crimes in now, because after that, there'll be a new sheriff in town.
