Everyone in Kildare didn't get a Golden Swan. It was awarded to the subdivision.

Weird, I can't find any decree in which Elwynn is given the Golden Swan. The same with Greg (who isn't on the list but appears to have one if I look to his the medals on his accounts), while Erik has a Golden Swan (http://shireroth.org/shirewiki/Imperial_Decree_384) but isn't on the list.
Can someone find me the decree which gave Elwynn the Swan, etc.? I would like to see it clarified. Please?

I know it's real cause I gave Elwynn the Swan. I think it's in the same decree that established the Roll of Honor.
