Actually, we work better with a smaller constitution. That way, people liek you can't whine about it getting violated.If in theory the Kaiser cannot violate the constitution than they cannot edit it as the next constitution would be a violation of teh previous. See the issue. Pretty much, you have to look at it like any other imperial decree.
