Welcome back! And welcome, indeed, to House Mortis. I think most of what was once K'Tzuni is now unclaimed, but Modan-Lach is under Mortis jurisdiction.
Incidentally, Maksym, would you be able to enlighten me as to which islands on the MCS map are Ž and Azarea? They're still legally counties, but I haven't been able to figure out where they are, other than that they're off the Modan-Lach coast.

Well, seeing as I spent a long time developing maps, the basic stages of a ConLang, local culture, and Cedrist history in Modan-Lach I think I'd quite like it back under my rule again so I can get back to some cultural development.
I don't quite understand the new system of government here, but whatever title I'll be given (however low and menial it may sound) to get me back into my old stomping grounds will be gladly accepted.

The House system is an attempt to make the government system somewhat less based on land. If a group of citizens is large/active enough, they can become a House (either Major or Minor, depending on how large/active), with accompanying Landsraad voting rights for their Head of House. Not all citizens automatically have a county under their rule, but those counties under the rule of a member of a House are considered to be the territories of that House. Each House also gets a "free" core county to serve as their capital; for House Mortis, that's Modan-Lach. Hence the musing about claiming a county besides M-L; if you had, Mortis would have gotten an extra county.
Still, core counties need some development too...

"No citizen may retain Dual-Citizenship within any nation that... is considered hostile to the nation of Shireroth."
Since it can be safely assumed that Hadjimehmetov is a citizen of the Laqi Free Republic, he is, under this provision, disallowed Shirithian citizenship as the Laqi Free Republic is revolting against and therefore hostile to Shireroth.
