Twenty-four hours after the initial incident, Haraldr Blátönn, Holwinn Patriot leader and member of the Committee of Public Safety, has arrived in Islus where Elwynnbrigaden Physicians are desperately working to stabilise his condition, which is believed to have been prompted by complications arising from a gunshot wound to the head.

This tragic shooting in Demonsfall, along side the repressive measures put in place against the aldermen of that fair city, once more underscores the criminal irresponsibility of the Dolor-Lakhesis Clique operating in Goldshire, and demonstrates most clearly the daily indignities which the native population of Ynnraile, and Goldshire generally, have to endure whilst labouring under the Brookshirian yoke.

And even today we learn that the “Piscators”, notorious brigands in the service of the Duke of Brookshire; who once had a noble calling but who have long since degenerated into terroristic nihilism, have violated the Temple of Lumina in Araxion, initiating an indiscriminate slaughter of the peaceful congregation assembled there. Elwynnbrigaden security personnel have recovered hostages taken at the scene and expelled the Piscators from the scene of the crime. The Government of Elwynn cannot permit these wanton acts of slaughter and desecration to go unanswered, and I can assure you that an appropriate response is being formulated as we speak.

With His Grace the Duke and Her Excellency the Stewart currently indisposed it falls to me to hold the line until they are recalled and order is restored.

To that end I can now inform the Council of the following measures to be enacted immediately:

1. The so-called Piscatores Alexandrii, having no mandate to operate in Elwynn, shall henceforth be noted as a proscribed organisation whose properties and assets, and those of their members, where they exist or are held in Elwynn are forfeit. Membership of the Piscatores Alexandrii shall be deemed to be a criminal offence which is liable to the appropriate extra-judicial sanctions;
2. The Elwynnbrigaden Rapid Reaction Force is to be activated to respond to any further acts of aggression carried out on Elwynnese soil by Brookshirian forces. If the situation warrants it a mobilisation of the Elwwehr may also be initiated;
3. A state of emergency shall be deemed to exist in the Baronies of Eliria, Nordland & Iserdia. The Elwynnbrigaden shall provide aid to the civil powers in those Baronies affected by the current turmoil;
4. The Duchy of Elwynn stands fully in support of those patriots of Goldshire who desire above all else to enjoy life liberty and freedom outside of the tyranny of Brookshire and shall render active material aid to those partisans who are active in that cause, furthermore Elwynn shall provide refuge and sanctuary to all whose lives are placed in danger by the violent tendencies of the Dolorite faction in Brookshire.

With tensions between our glorious Elwynn and the despicable Brookshirans reaching record high, and a war seemingly imminent, emergency power is herby bestowed upon the Khan of Vijayanagara. These powers include : complete and undisputed control on all factions of the ElwynnBrigade, impunity for crimes against the Elwynn charter of rights, the right to speak as the voice of Elwynn with the powers of the Duke, and unlimited access to all Elwynness assets.
