We should probably establish actual guidelines to how to handle votes. Right now I just wait till a majority has been reached.
Should we require Quorum, time limits etc..?

Maybe both, with a quorum being 1/4 or 1/3 of all member nations and a time limit of 4 or 5 days. Honestly, if we can't get that, then something's gone wrong or everyone's too LoA for important decisions to be being made.

I like 1/3rd in 4 days or 50% of all members. 5 days I would find exceptable.
So after 4 days if at least 50%+1 of at least 1/3rd of the reps voted, it passed. OR 50%+1 of all reps whenever that is reached.

Depending how many members we expect, I'd want it higher than 1/3. At least 1/2.

Any opinions on the part I want about if we meet 50%+1 before the deadline it passes?
Voting Regulations
a. A vote is open for a maximum of 4 days.
b. If a vote reaches 50%+1 of all members in favor before the end of 4 days it passes.
c. If a vote reaches 50%+1 of at least 1/2 of all members by the end of 4 days it passes.

no. b. means once majority is reached it passes before 4 days. c says we could have only half+1 of half the members vote for it, and it'll pass.
so b. say 50%+1 of all members
c. says 50%+1 of half of all members at the end of 4 days. (effectly only 1/4th of all members vote for it. slightly less then 1/4 said no and 1/2 didn't vote at all)

So, an example of b. would be if we have 6 members and 4 vote AYE on the first day. That's a 50%+1 majority right there of all 6 members, so even if the remaining 2 vote NAY the vote would still pass after the 4 days. So the vote passes immediately and the vote is closed.
And an exmple of c. is if only 4 members total vote by the end of the 4 day voting period, 3 vote AYE and 1 NAY. Even though the other two votes could have been NAY and made the proposal fail, it's a "you snooze you lose" situation and the vote also passes and is closed.
Like that, yeah?
What isn't so clear is if the conditions are not met. What happens if only 3 people vote after the 4 day period? a. says that votes are only open for 4 days. Does the proposal automatically fail?

It's not 50%+1. It's not a true majority.
