The rules are:
The people eligible for the auction are chosen by the Duke of Straylight. Currently all residents of Straylight are eligible. The duke acts as the auctioneer. You may bid in public or by proxy (private bid sent to the auctioneer). The highest bid wins the auction. There is no reserve price. Any new bid must be higher than any current public bid. The winner pays the auctioneer the amount of the second highest bid. Auctions close sometime on the Sunday, exact time being determined by the auctioneer, before emissaryship is transferred.
I make no official promise not to interfere with the Landsraad emissaries. I still remain the duke after all. However, interfering isn't really my thing. I believe Corey can attest to that

You guys are free to collude with each other to arrange a round-robin cycle where everyone gets to try out emissaryship and nobody pays, or whatever you like. All I'm trying to do here is give you an opportunity to play with
