1. Whereas it has been noted that the devestation likely to be caused by the shameful destruction of the East Elwynn Sluice does represent a natural disaster of the highest order. It is ordered that the West Elwynn Resevoir be immediately emptied into unclaimed territories on the west bank by the activation of the auxiliary flood gate mechanisms.

2. The area thus affected shall be designated a Elwynnese Site of Outstanding Natural Beauty and Scientific Interest and accordingly shall be considered annexed to the County of Lesser Zjandaria once the waters receed to leave behind a pleasant swamp.
