SUBJECT: Anomalous Phenomena [Barony of Nordland]

Introduction:
1.0. In response to a Khan Instruction, Office C has opened a file on the supernatural events occurring within the Barony of Nordland.

The Barony of Nordland:
2.0. The Barony of Nordland consists of the counties of Illumination, Wintergleam, Wolfraven & Agnesia:
2.1. County Illumination contains within its bounds the Phoenix Forest and has been noted in ancient times to have been domain of the "Envisionist" religion as well as unverified reports of parapsychological phenomena.
2.2. Wintergleam was formerly a wilderness noted for little save for romantic sagas dating from the Froyalan Dark Age. The Baron of Nordland has chosen to site his new capital, Echo City, which is currently under construction, on the banks of the East Elwynn in Wintergleam and is seeking to attract builders and artisans to this new site. The natives are reputed to worship a giant sheep, albeit, mercifully, not after the fashion of the Emir of Vey.
2.3. There is nothing worthy of note to report with regard to Wolfraven.
2.4. Agnesia is almost entirely without history prior to the "great thaw" of which more shall be related in subsequent sections. It is also the reputed home of the "Ohl'tar", of which we shall undoubtedly hear more in due course.
2.5. Vexillologists in Nordland are currently excessively jubilant at the new flags which have been introduced.

The "Great Thaw":
3.0. Reports began to circulate during 3531 ASC of a severe and unprecedented episode of climate change brought about by a faintly improbable spike in the bovine population of that County. This methane cloud was dispersed in 3536 ASC by the Dutch Andreas by means of a rocket pack strapped to his back which ignited the cloud as he hurtled through it on his way back to Kildare, where we believe he arrived in one piece, albeit one piece that spent a week in traction afterwards. So we are told.
3.1. The melting of the permafrost which had hitherto been the defining characteristic of Wintergleam and Agnesia yielded to a vast hellish quagmire. However some interesting discoveries have been made.
3.1.1. The "Recon-Bird" has provided images of a newly uncovered ancient structure south of Avaldens, that was built into the rock face of a cliff whose existence was previously unsuspected. These images have been passed to the County Administrative Service Office of Categorisation and their resident Antiquarian affirms, with a high degree of probability, that this is indeed an early Elfinshi structure - presumably a temple, although an expedition would need to be made in order to confirm this.
3.1.2. We believe that the Baron Leo Dine of Nordland has commissioned an expedition, headed by one Troy Avalon, into Agnesia. It is all together too unlikely that such a structure would escape his notice for long.
3.2. The rediscovery of any Elfinshi artefact within the boundaries of the Duchy is axiomatically a matter of the utmost concern to the Khan, his dynasty and the County itself. Every effort must be made to ascertain its nature. It is recommended that a civilian expedition to the site be organised forthwith.

The "Ohl'tar":
4.0. We are beginning to receive reports, doubtless hopelessly exaggerated, of a new, hitherto undiscovered, sentient species emerging from the permafrost and waylaying travellers. Two merchants, al-Majeed Rasfanjani and Nouri al-Hubakki, related one such incident where, they swear, that they were compelled to shoot a forty-foot obsidian axe-wielding insect that came at them out of a methane blizzard. We will submit their full report once they have finished their present period of psychiatric evaluation. Whatever they experienced it certainly unsettled them. They did however mention that they left the flag from the old country draped over the corpse of this thing - so that it might be possible to identify it afterwards. It was, they attest, to heavy to carry away.

Conclusion:
5.0. Developments in Nordland, while stretching credulity at times, seem to portend great changes that carry the potential to upset the delicate internal balance of the Duchy. It shall be prudent to develop a regime for the monitoring and observation of anomalous phenomena in this Barony and, if needs be, the development of defensive countermeasures.

1. PLEASE ENSURE ALL STAFF AT NEW FACILITY ARE AWARE OF CORRECT TELEPRINTER OPERATING PROCEDURE. OUR WORK WAS UPSET CONSIDERABLY BY THE DELAY IN INSTALLING THE TELEPRINTER RELAY INTO THE CORE COMPUTATIONAL SERVITOR AND THIS DELAY HAS HAD A NEGATIVE IMPACT ON TRAINING OF CSD STAFF COLOCATED AT CITADEL [MAIN OFFICE]. Erroneous data inputting can seriously degrade the operational efficiency of the CCS and impact on service delivery. I appreciate that co-workers may be experiencing some difficulties utilising an interface derived from salvaged Automat Incorp technology, however I must reiterate that this is the fault of the user and not of the system. Those users who continue to perpetuate malpractice with the CCS Teleprinter Terminal Interface (CCSTTI) shall be assigned to the CCSTTI Tuition Facility (Formerly the Abode of Woe & Lamentation).
2. An additional reminder, rebooting the CCSTTI is a disciplinary offence and will result in extra tuition.

1.0. A reminder, the IT boys from the Pit of Despair are to be ignored until such time as they can be bothered to organise the mandated training for this wretched lump of scrap iron they have saddled us with.

2.0. Developments in Nordland are certainly eye-catching and require further attention. Counter-Intelligence and Internal Security are hereby instructed to form a working group to investigate appropriate strategies to cope with this developing situation. I would request that your replies be me by close of play at the end of this week.

3.0. Appropriate steps will be taken by my office to contract Messrs Carnehan & Dravot to conduct a private expedition of discovery in the Nordland realm.
