Whereas the People of Elwynn have the national colours of blue, after the heavens and the river of life, and yellow after the Sun, whom the Tribes of Elw worshipped long before the dawn of Elwynn, it is fitting that the good county Eliria and Utasia should have a flag reflecting this. I do therefore decree that the flag of Eliria and Utasia shall be yellow, reflected the Sun and the golden beaches of the river, with a blue band, symbolizing the river, in the middle of it. The flag shall be twice as wide as its height, and the blue band shall be in the centre, horizontally, holding one third of the.... GAH! Can't be bothered explaining it in words. So here's a picture:
