Dukal Decree #1: Constitution

Post by Gryphon Avocatio »

Konxtitutr du Landsa
(The Constitution of The Lands)

Now the time has come to define New Yardistan. So let it be by my hand, the Anarch, that New Yardistan be born into
existence:

I. Gobrmaj Dominix (Lord Governor)
The Lord Governor shall be the highest Lord of the Lands. His power is bound by this Constitution, but he is free to

make all of his decisions within his power. He must be of at least 13 Years of Age on the Gregorian Calendar, and he must

have been a loyal supporting citizen of Yardistan for four months. If no citizen meets the said requirements, than the one

who most closely matches the requrirements should be Lord Governor. He should pick a successor before his death.

II. Landsa ce Trasa (Lands and Terretories)
The lands and Terretories of New Yardistan may be aportioned as the Lord Governor sees fit. Whilst subordinates may

divide their respective terretories, the Lord Governor retains the ultimate authority in the partitioning of the lands.

III. Oberdminrsa (The Overlords)
Overlords shall be vested with the powers to rule over a Terretory or Land in New Yardistan. They are to be appointed

by the Lord Governor. No Overlord shall rule over more than one Tera or Land at a single time. He may make decrees within

his domain, but he cannot violate the Constitution of the Lands, nor may he violate the word or decrees of the Lord Governor.

He may divide his domain to ease his ruling, but he may not appoint rulers to these divisions, nor may these divisions have

separate governments except within the locality of towns and townships.

IV. Kasr du Landsa (Landsraad)
All of the Overlords shall congress in the Landsraad. They shall make decisions and laws concering the nation and

its affairs. Their decisions are ultimately subject to the approval of the Lord Governor.

V. Podr Dehix (Invested Power)
The Lord Governor may make decrees concerning the law and policy of New Yardistan. He may not violate the

Constitution of the Lands. Any power not specifically given to any other member of the government is his. He may distribute

these powers to any minister and set up ministries. He is also the commander of all Militaries and Militias.
The Landsraad may make decisions and laws concering the nation and its affairs that the Lord Governor has not

addressed. It is bound by the word of the Lord Governor and the Constitution of the Lands. In the event that the Lord

Governor Passes without naming an heir, they shall elect a new one from their ranks. In the event that the Lord Governor

violates the Constitution, it is the responsibility of the Landsraad to try the Lord Governor and Remove him from power if he

is found guilty. Likewise, the Landsraad shall serve as the Judicial court of New Yardistan.

VI. Cambiashi Konxtitutr du Landsa (Changing the Constituiton of the Lands)
The only person who may change the wording or add to the Constitution of the Lands is the Lord Governor. In order to

do so, he must first ask the Landsraad for permission. After he has changed the Constitution, the Landsraad has two days to

list its grievances and petition that the Lord Governor not change the Constitution. If two days pass without objection, than

the changes become permanent.
Should the Landsraad wish to change the Constitution of the Lands, it must first pass a bill aknowleging that it is

intended for addition. After the passage of the Bill, the Landsraad must then petition the Lord Governor to have it added to

the Constitution. The Lord Governmor may opt not to.

Signed by my hand, for immediate execution

I have come to find inherent flaws in the Constitution of Yardistan. Though it is not in my power to edit the Constitution of the Lands without permision from the House of the Lands, the House (Landsraad) does not exist for there are no nobles. For sake of giving life to this duchy's constitution, I am editing it for the safety and securtity of the duchy in the future. The Constitution shall now read as follows. Changes are made in bold.Quote:Konxtitutr du Landsa(The Constitution of The Lands)Now the time has come to define New Yardistan.
