County Order #3: Decentrilization.

The Military of Monty Crisco is to be decentralized. No single city, outpost or base shall contain any significant portion of the military structure of the County.
Commanders shall lead their troops directly from the field, with a clear chain of command. Subordinate offers shall automatically take over should their senior officer be killed in action.
Redundant communication systems shall be established.

Decentralization shall also include the means of war materials construction.
