Would you please make a statement clarifying what you believe your powers to be regarding choosing whether to accept or deny citizenship applications, and/or what you think the powers of your Ministry should be in this regard? Also, under what conditions you think it's appropriate for a citizenship decision to be handled by the Kaiser or Landsraad?

I don't really care either way, but I want there to be a policy on this.

My interpretation is that there is no bar on the Minister declining to progress a citizenship application if he deems the applicant to be either unsuitable or an epically catastrophic moron. However the Kaiser is of course able to reverse the decisions of the Minister at a whim and it is appropriate for the Minister to consider himself bound by the decisions of the Landsraad. However a formal mechanism confirming this would be beneficial.
