I've participated in a micronation before so this isn't my first experience at this but that was some time ago and I have not been involved with micronations since then. I'm happy to start fresh in a new MN.
I'm from Virginia in the United States (which of course means that I reside in in the eastern time zone/UTC-5).
Preferred duchy of residence:
I've read the descriptions of the various Duchies on the Wiki and to be honest, I'm still undecided. With that said, I suppose that I will go to whichever Duchy has the fewest citizens (I'm friendly like that).

I'm happy that you already took some time to learn about the several Duchies of the Imperial Republic. As Dutch (Duke) of Kildare I recommend you to join the Dutchy of Kildare. We have sunny beaches, vast fields and wispy mountains. And the best of all: we still have one Barony (Lumina's Light) without a Baron!

Both Kildare and Yardistan have slowly dwindling populations, so I'd recommend one of these.
Brookshire was recently partitioned, also, and are just a bit short.
Goldshire currently has an open barony as well, as far as I know, but they seem to have a fair number of citizens to fill in.
Elwynn and Straylight are, as always, relatively crowded.

Is Straylight crowded? We in Brookshir have some free Counties, but all Baronies are taken. I would recommend you join Yardistan.

I think we've all done some stupid stuff in the past. Especially in regards to micronationalism. It's nothing to be ashamed of if you learn from it and grow as an individual.
I'm not proud of what I did in the past. Some things I look back at and ask "What was I thinking?!". But that's part of the learning process. If you've matured and become a better individual now, then people will respect you for that and realize that the past is the past, and that the present holds more weight in regarding a person's character and qualities.
With that said, welcome to Shireroth. And I do hope that, in your own time, you choose to tell us who you were.
