First, I technically only have to drop one. Hurmu does not have a nationality law.

I don't contest that it is a separate nation, but it has never been such that one is a "citizen" of Hurmu, merely a resident. We do not have a citizenship application. Any person, without exception, can come to Hurmu and be part of the community.
If Hurmudan is a "citizenship", then the entire reign of Kaiser Ayreon was illegal under the Imperial Charter.

Unfortunately, Toketoshal is recognized by the Gralan Triumvir in charge of foreign affairs. The only person actively opposing the rebellion is the Emperor. Everyone else is on board or apathetic.

Meh, I don't even recognise Kosovo yet, so it will take a while before I recognise Toketoshal.
