Shireroth bank Clean up Act: 4136

This act authorizes any Shireroth bank admin to set any bank account with 0 funds, and no login info to Inactive.

For reference, the bank now tracks when you last logged in.

This would not effect accounts that have been at least logged into recently, or have any money. Mostly this just clears out old unused accounts so we can increase the accuracy of the stats page. These accounts would not be deleted, and could be reactivated on request by an admin.

I started doing this myself, but some accounts I'm unsure about, and figured this proly ought to go to vote since it effects a fair number of accounts.
