This act would remove LB: III. G.

G. Multiple Titles of Nobility.

1. No Shirithian shall hold multiple titles of nobility.

With the new system this isn't really a problem. And I see no reason not to be allowed to be a Count and a Baron. They don't grant extra powers.

If I'm a Duke and a Baron. I have only one vote in the Landsraad.

Though I suppose if you made someone a duke.. and a Duke... they'd get 2 votes? but if anything, that's a matter of changing the Procedures, and this section should still be removed.
