G. Territories

1. Territories are considered autonomous regions of Shireroth. Each Territory may be granted a forum with its flag and a link to its own board. For all purposes, Territories are considered under the direct supervision of the Kaiser, who may choose to control them directly, or to appoint a Governor. Citizens and Nobles of Territories are considered citizens of Shireroth, and nothing more.

To be changed to

G. Territories

2. Each Territory may be granted a forum with its flag and a link to its own board.
3. Except when stated otherwise in a Treaty of Annexation, Territories are considered under the direct supervision of the Kaiser, who may choose to control them directly, or to appoint a Governor.
4. Citizens and Nobles of Territories are considered citizens of Shireroth.
5. Any provisions outlined in a Treaty of Annexation must be upheld by the Imperial Government and the Territory.

Basically just formatted and changed the start of 3 and added 5, so that if we had a treaty that outlines the annexation of the Territory that it is upheld.
