As it turns out, I am as confused as you are. The Praetor's powers is not mentioned in the Charter or Procedures of the Landsraad, much less its rules for election. They say to turn to the charter, but there is nothing in the charter to turn to: The Charter does not even mention the Praetor!

The Prætor shall be vested with the basic power outlined within the Imperial Charter.
The appointment of the Prætor shall comply with the rules for appointment of a Prætor as set down by the Imperial Charter.

As Erik mentioned, people are nominated (or nominate themselves), and after 3 days, the Kaiser holds elections. You vote for the one you want in a preferential system, in case the person who wins flakes out and doesnt want it.
For instance:
Citizen Billy Corgan is my first choice (3 points)
Citizen G'kar is my second choice (2 points)
Citizen Frodo Baggins is my third choice (1 point)
For instance:

There are no flowers, no not this time. There will be no angels gracing the lines, just these stark words I find.

Needless to say, I don't want to be elected. I second Bill's self-nomination, though.Article E: The Praetor.
1. The Praetor of Shireroth may only be elected by the nobility of the land from among the Full-Citizens of the Land. The Praetor of Shireroth shall preside over the Landsraad as chairman. His/Her purpose shall be to call a meeting of the Landsraad to order, tally votes, close vote, generally manage and keep order within the Landsraad; as well as keep records of all bills and resolutions passed during his/her tenure. The Landsraad may specify the specific powers of the Praetor.
While I initially hoped to assume the office of the Praetor (and I thank those who supported my candidacy) - I must at this time concede to Bill to not only save us from an election but also because I feel my energies in Shireroth at this time is best spent being the best legislator I can be and aiding the growth and progress of Antica.

Allright. Well, it's been over three days, so I think voting should start by now.

Eoin Dornan is fired from the position of Praetor for inactivity.
Because of editing of the constitution and the Landsraad never getting around to dealing with it, the rules for electing a Praetor do not officially exist at the moment. Therefore, I am reinstating the old rules, as best I remember them.
Three days will be allotted for candidates to be determined. A candidate (who may be noble or commoner, but not the Kaiser) may nominate himself or be nominated by someone else. If a candidate is both nominated and seconded, they are officially in the running. All nobles, ruling or honorary, Duke or Baron, get exactly one vote. If anyone gets a majority before four days, the voting will be closed and that candidate declared the winner; otherwise, the leader after four days will get the position.
I hereby declare the Praetorial elections having begun. I will take care of the Landsraad in the interim.
Also, the precedures for Prætor elections and such are set down by tradition and precedent.
The Kaiser acts as Prætor when there is none, and must hold an election for the prætor. Nomination are made. And a vote held. What is done is nobles rank their 3 choices (if there are 3... 2 otherwise) and whoever has the most points wins.
ie..
Candidate g 1st choice (3 points)
candidate t 2nd choice (2 points)
candidate b 3rd choice (1 point)
and than all points tallied.. etc..
