[Ducal Decree #001] Chamber of Counts Procedure

Post by Delphi »

The Chamber of Counts, in order to be an effective legislative body, needs some basic guidelines on how to function. To that end, the following, as my first Decree within this Duchy, shall be the temporary procedure of the Chamber of Counts. In enacting this decree, I make it known that I am anxious to have the Chamber draft and pass a new set of procedures, at which point I these will no longer be in effect.

Section 1. The Chamber of Counts shall be moderated by the Duke, according to the guidelines set forth in this decree.

Section 2. Any count of Antica may propose a piece of legislation to the chamber. Debate on said legislation may begin immediately thereafter, and ends when either a vote is called, or the legislation is retracted. The latter may be done by either the sponsor of the piece of legislation or the Duke.

Section 3. If there is a motion and a second made to move to a vote on a given piece of legislation, debate will end at that point, and voting will commence once the motion is recognized by the Duke. Such a motion will only be recognized if accompanied by a specification of which version of said legislation, is moving to vote.

Section 4. Voting periods shall last three (3) days, unless otherwise specified. Votes on legislation may be cast as either "aye" or "nay", and each count has one (1) vote. Any piece of legislation that has received more ayes than nays at the end of the voting period shall be considered passed, and go into effect immediately, unless otherwise specified within the legislation.

Delphi, I have a question. You said that voting will last three days unless otherwise specified. If the Chamber decides it needs more time to vote on something, will it be simply on the basis of general consensus, or will there have to be a formal proposal for a time extension and a new piece of legislation?

Consensus and my discretion, for the time being. The original intent was for it to be three days unless specified at the start of the vote to be something else, but there's no reason not to be flexible.

GO DELPHI! GREAT WAY TO EXERCISE EXECUTIVE AUTHORITY!

Truly. That was a potentially cog-jamming issue.

Ah, Delphi, if I may brag, you have just discovered my talent for making people say, " Is he..joking..?!"
But here, I was being utterly truthful, thus my usage of capital letters.

Delphi, don't you think, by now, that I'm smart enough to know when sarcasm is appropriate? Only a very stupid person would use sarcasm in this situation, because the solution you offered was a great example of the just use of executive authority.

You haven't been around micronations (or me) long enough to know that it's not so wrong for me to expect it. :D

Remember, the Dinarchy cried out against me for my "inappropriate use of executive authority" (which, you'll discover through your research, didn't really happen like they tried to make it seem).

Please, Delphi, it's not like you disbanded the Senate and made yourself King of Antica or something.
