Videogame Ratings Council Act 4079

Under this act:

1. There shall be formed a Videogame Ratings Council (VRC) under the Ministry of Trade to rate video games into five age-delimited groups:
a. G, which shall be for video games that are appropriate for all ages;
b. 7, which shall be for video games that are appropriate for players 7 and older;
c. 12, which shall be for video games that are appropriate for players 12 and older;
d. 16, which shall be for video games that are appropriate for players 16 and older; and
e. 18, which shall be for video games that are appropriate for players 18 and older.

2. The VRC shall consist of five Shirithian citizens not employed by or associated with any government body (excluding the Landsraad).

3. The classification granted to a video game must be clearly shown on the front and back thereof; on the back to be adjoined by the Extended Classifications listed on the game's classification certificate. The Extended Classifications are:
a. Violence;
b. Language;
c. Sex;
d. Drugs; and
f. Gambling;
all from Level 1 to Level 3 based on intensity, except for Gambling, which will only have Levels 1 and 2.

4. The sale, purchase, rent, or public exhibition of 18-rated games shall be restricted to persons who can prove via photo identification that they have passed their 18th birthday at the time of purchase.

5. Not less than 30 days before release, the developer of a video game must submit the complete (i.e. no content hidden or dummied out) final version of said game to the VRC for classification. The VRC must submit to the developer and publisher a ratings certificate not less than 14 days before release of said game.

6. The VRC shall reserve the right to refuse classification of any game that it considers:
a. glorifying illegal acts;
b. depicting excessive or disgusting violent or sexual acts;
c. or otherwise unfit for public exhibition.

7. The developer of a game may appeal a classification for free, and the VRC shall be obliged to uphold its original decision or reclassify the game within 7 days.

8. The VRC shall publish every other year, starting in 2011, a set of guidelines to the video game rating system.

9. This Act shall have effect the day it is passed.
The exclusion of Gambling Level 3 is because Level 1 is for simulated gambling and Level 2 is for gambling with real money.

since I'm not sure we habitually have that many non-government citizens around.

I move to amend as follows:

Because, on further inspection, 200 € appears to be a bit much.

Those prices are a bit high. How much is in your bank account? You'd be one of the richest people in the nation, but could you afford to be fined and keep on livin'?

I don't really mind the introduction of those age labels (a bit unnecessary, but not a real problem either). But if we introduce something like this I want to avoid that people have to pay fines or processing fees. Harvey said it at the Frontgate: he isn't interested in participating in the economic system and I don't blame him. If it's not his way to do things in micronations, so be it. And as he's probably the biggest game deliverer, I can only say that we could better avoid to introduce it. :p
From a distance I'm concerned about the rampant lawyerism manifesting itself in Shireroth currently. A simple Kaiserial slap on the wrist or censure by the community should suffice. - Jacobus Loki

I like what you're trying to do, and it's worth it for the realism, but honestly this will only effect people adversely.

NAY. The costs and punishments kinda make this more of a hindrance then a good thing. We really can't enforce this, and it only really affects one person.
