With the latest hoopla about CJMiller, and all the strife, I think it is important that we draft some guildines/regulations about when citizenship should be accepted and denied.

I think the default should be accept, and that we should lay out when someone should be denied.

Obviously, Tri-Cit will be a criteria. I'm sure the Duke Tosha-Straylight has some thoughts on this issue.

I don't think I do actually. I think we should let most people in, but on a case-by-case basis. If there are current citizens that have a well-founded issue with the applicant, I think it should go to the Kaiser to decide.
