Resolution Concerning Restructure of Lands and Nobles

This is a resolution in support of further theoretical development of a new system of nobility and land distribution based on the concept of noble houses. By voting Aye on this resolution you are voicing support for further investigation and development of this new system. A Vote of Nay would indicate the desire to remain with the system we have now.
As Kaiser, I will listen to what is said here. If the Landsraad will not support this new system, I will not continue pursuing it.
This resolution however does not make any actual changes to the government, just approves of the continued development of a system to be potentially instated later.
